Does a Pro Se Divorce have an experation date if you are still in procees getting your paper work together, and the 60 days have already past to finalize the divorce in texas?

Nothing happens when the 60 days are up. The 60 day rule is: that's the MINIMUM amount of time that must pass between the FILING DATE and the FINAL HEARING.

After six or eight months have passed, the Court may set your case for "dismissal for want of prosecution." They'll mail you a notice in advance.
