problem with non-custodial parent

non-custodial parent is being an ass about visitation which is causing physical health problems with my wife. Is there a way to force the non-custodial parent to terminate his parental rights?

In my humble opinion -- No.

Parental rights are some of the strongest rights under the U. S. Constitution.

These people created this child. They are basically "stuck" with each other as long as the child is alive.

I would suggest counseling in order to assist your wife in dealing with the stress.

He obviously knows her "buttons". She needs to learn to move "her buttons".

Also, (this should scare you!) if she is getting physically ill and cannot care for the child, then the non-custodial parent can always file for a modification stating that she is unfit and try to get custody of the child.
