How do I proceed in filing in court pr se to receive back pay per final divorce decree including judgments for settlements and monies he deducted from alimony without explanation.

You proceed pro se by filing an appropriate pleading, having a citation issued, getting the citation served, and taking it from there.

Different parts of a divorce decree are enforceable different ways. Some of them are enforceable by contempt.

My suggestion is that you hire a lawyer. You're likely to spend a lot of time and energy trying to do it yourself, only to be shot down.
