A man can sign a "waiver of interest" in a child or an "affidavit of relinquishment." Neither one has the legal effect of getting him off the hook for his parental duties (paying child support) unless a judge signs an order ("The Court finds that the parent-child relationship between Joseph Watson and Caleb Watson is terminated").

You can't get out of your legal parental duties just by signing a piece of paper.
