The price for legal services depends on (a) where she lives; and (b) whether the biological fathe will consent to the guardianship or adoption. If he consents, it won't be too bad. If he resists, it will be an expensive battle.

Have your sister call a family law attorney where she lives. Many will do a free consultation. If she can't afford an attorney, have her call the Texas Legal Services Center (www.tlsc.org) or Legal Aid.

Good luck!!
