"What could be the reason's why a woman is having problems putting a man on child support? And if a woman gives a child her first childs father last name knowing the baby was another man's, can she put the biological father on child support?"

Many courts now require DNA testing to add a man to a child's birth certificate. So it is easily done.
Of course, the father would have the option to have the child's last name changed to his. You can go to the TX A G office to begin this process or you can hire a private attorney to help you. I hope this information is helpful.
