Legal Question in Family Law in Texas

I received some papers today from my ex wanting to lower child support because he took a new job that pays less. He also wants me to pay him back the difference from when he first started this job because the C/S office has not gotten around to his case that's why he had to hire an attorney to have it moved faster.

Do I need to retain a lawyer for this? He has threw into the mix a TRO (which I don't get how this works) from desparaging comments made about him and his family in front of the children? What's this about? Grasping at straws of things to put in the papers, because that's the pot calling the kettle black.

We are tapped on cash for an attorney - I've got 3 kids (one of which is special needs) - can I represent myself? I believe we don't quality for free legal counsel. What are my obligations to all this?

You can represent yourself. However, it is a horrible idea. Suggest you contact the local bar association, explain your situation and see if they can steer you to some help.
