Most recent, federal child support enforcement laws

My question to you all is as follows: what are the most current and strongest federal child support enforcement laws that could be used to force(or strongly encourage), a father, who has not paid child support in a very long time(who is also an attorney for the state of Texas), to pay child support?

In California there is a special office setup to enforce child support payments. This office will contact the counter part in Texas and they will enforce the support order.

You could also contact the US attorney. It is a federal crime to not pay a child support order, when one parent moves to another state.

There is not charge for the above services.
