Legal Question in Family Law in Texas

I was recently referred to a legal service to help with my uncontested divorce. I am wary because the gentleman I met with its not an attorney. He claims he can prepare and file the divorce for less than $800. I understand that in the state of Texas you don't have to have a lawyer but is this kind of service actually legal without being an attorney?

If he's performing legal services without a law license, he's committing a crime.

However, if he's working for a lawyer who actually does the legal work, it isn't a crime.
