any recourse?
y husband was able to terminate his parental rights/obligations to his 4 year daughter, the effective date was feb 5th 2007. this happened in a court room with his ex in present in the court room that day and the AG was notified papers given to them so they stopped all obligation. He took the papers then to HR who forward them to the health insur. Provider to take daugher off insur. Here's the problem, the x is still using the insurance car that was issued to her( as required by the AG and court order) knowing that daughter is no longer insured. Since the 9th, the x has taken daughter 5 times to the ER. We've asked her to stop but I'm pretty sure she won't. Question: isn't she commiting fraud ? If so, what actions if any can be done?

It sounds like fraud. If you cannot hire a lawyer to file an enforcement and contempt, then at least send a certified copy of the court order to the Insurance company by certified mail, RRR. You could also provide a copy to the medical provider.
