If my ex refuses to turn over the kids on my weekend do I need to call the police so that I will have a police report when I take him to court

You don't need a police report. In fact, if you call the police, they probably won't help you (although they have been known to "assist" fathers in getting their children by going up to Mom's front door with Dad, and acting in an intimidating fashion).

Remember that your testimony is good evidence. "I went to Jennifer's house at 6:00 pm on July 1 to pick up my children. I arrived at 5:58 pm. I knocked on the door. Jennifer came to the door and refused to surrender the children."
