What is a "registry-only" child support case and why would a case be set up this way? Currently unable to request a modification and wondering if changing to an open case has any benefits

"Registry Only" means that (1) The AG is just tracking payments received and sent out; and (2) The AG is not charging anyone for the service.
If you ask the AG to modify child support or enforce the child support order, it becomes a "Full Service" case and they will take court action.
All accounts are initially set up as "Registry Only" and remain in that state until one of the parents asks the AG to perform a service such as changing child support or enforcing child support.
