relinquish rights

Can i relinquish my parental rights of a child that i did not know was mine and after the bio mother of the same child is the bio mother of my son that I have in my custody and she owes me over $6000 in support for this child, and also can I go back in the court and ask for support from her since the day he was in my custody, (the support order was issued in 1996 starting from that day and she has paid nothing nor has she visited him or comply with any of the court order she didn't even show for the court date) and can i be ordered to pay support for the 9yr old when the 13 yr old is in my custody both have same bio mother? and if i can relinquish my rights as the 9yr old child is there a way i can do it on my own and what resources are there?
