relinquishing rights

My husband has been raising his son since he was 6 months he is now 13, his bio mother was ordered to pay support but she is in the rearage of $6500, she has now claiming that my husband is the father of her 9yr old daughter, and he was proven to be the father and she is trying to collect support from him can she collect this support even though she is in the rearage and has never ever came to visit her son or comply with the court order, also can he relinquish his parental rights from the other child, who knows another man as her father, even has his last name?

It is possible that your husband can relinquish his rights to his daughter. It is also possible that the mother of the 9 year old could sue him for enforcement of back child support if the child is his. She may be trying to offset the amount she is in arrears. The best advice I can give you is to contact an attorney in the county where the daughter has resided for the past 6 months and discuss the situation with an attorney.
