relinquishing rights

can, after 9 years of not knowing, a man, after taking a dna test, is proven to be the biological father, terminate his parental rights solely to the bilogical mother?

There is an affidavit of voluntary relinquishment of a child. But this voluntary relinquishment must contain a statement that the parent is not presently obligated by court order to make payments for the support of the child.
