Who is responsible for transferring a child when one of the parents moves more than a hundred miles away(this parent is not the custodial parent.)

Read the decree. Most decrees provide alternative language when the NCP moves more than 100 miles away. If it doesn't and you can't agree, see if you are obligated to mediate before filing suit. A petition to clarify, and have the court decide how exchanges will happen, may be necessary.
