Restraining Orders

My sister is in the process of a divorce. My brother-in-law during the course of their marriage has been extremely verbally abusive accompanied with volatile angry outbursts. She recently finally decided to file for divorce and has since moved out to a townhouse with my niece not far from their house they shared together. However, my brother-in-law continues to call her several times a day making all kinds of threats regarding the agreements of their divorce, mainly in how much money she's going to get and threatening to sue for full custody of my niece if she does not comply with his demands. MY QUESTION: Can my sister file for a restraining order to stop his abusive and threatening phone calls and harrassing contact with her. Can she request that with the exception of the father's visitations involving her 6 year old daughter, that all communication between the two of them must be done between their divorce attorneys?
