Rights of CPS
Can CPS just take a child without informing the mother since it was at the dads parents house. They are acused of drugs now that they dont live together any more she is 18 and doesn't know what to do she hasn't recieved anything from CPS

Yes. If a child's life is endangered, CPS can do whatever they feel is necessary.
It's similar to a policeman observing a crime while driving down the street and stopping to investigate and/or stop the crime.
She needs an attorney as soon as possible.
If she has no money, she needs to find some.
She is not entitled to a free attorney unless CPS is going to terminate her parental relationship to the children.
