rights to the non custodial parent

What rights does the non-custodial parent have? Can they marry off their children?

The divorce decree (or Order in SAPCR) normally spells out the joint and the exclusive rights of each parent.

Am not sure what you mean by 'marry off'. The right to consent to marriage is normally included in the list.
