what rights does a 17 yr old father have when the girls parents want to give it up for adoption

Dad needs to file a Petition to establish paternity. The mom cannot place the child for adoption unless the dad's parental rights are then terminated; which is unlikely unless dad is a danger to the child. Get a lawyer.
