how a Romanian mother who is resident permanent in Romania with her baby can obtain alimony and paternity for a Texan father.

If your case is in a Texas court, then the mother can file the same petitions, as if she were present in the United States. You should have direct contact with an attorney in the area where the Texan resides. Although Texas does not provide for alimony, in some cases it does provide for spousal support. If the parties were married, then a petition for paternity is not necessary. The divorce petition would provide for conservatorship, support possession and access. Taking the child out of the country is a significant issue that you need to address directly with an attorney.
