what is a Rule 11 Agreement? If there was no legal adoption that took place can we fight to regain parental rights?

Rule 11 allows folks to make agreements for discovery deadlines, resetting of hearings, and even the final merits of a case. If a case is fully settled by a Rule 11 agreement (that is, it answers ALL the issues), it is signed by the parties (and/or their attorneys) and filed with the court; soon thereafter, it is reduced to a "written final order" form and submitted to the Judge for signature.

Without more information, I can't tell you whether or not you can fight to regain parental rights.
