Runaway Charges

I turn seventeen in two months and in the state of Texas people are considered adults at the age of seventeen but our parents are still held responsible. Would I be able to move out and live with my mom or would my dad still be able to file runaway charges on me???

No, you're not an adult until your 18 and as long as you have not graduated from high school or turned 18, whichever comes last, you are still subject to the jurisdiction of the Court. Doing this without the agreement of your Dad or an Order from the Court could get your Mom in lots of trouble.
