My run-away children need legal help!

My two children ran away from their father who is a registered sex-offender in the states of California, Texas and Louisiana, how and who can they get to represent them in a court to allow them to reside with their mother who also have joint custody? A 12 year old custody ruling was made in La, and the children's domicile is now TX, who has jurisdiction to change the order and can the children petition to change this order in TX?

The order can be changed to TX by Motion to Transfer. Contact the local bar association for help in finding legal assistance.
