Legal Question in Family Law in Texas

Is there anything I can do to save my Neice and Nephew
My sister, who is 23, has 2 children a 6 year old and a 3 year old. She has been involved with some of the worst people. Drugs have been involved and very heavy drinking. recently her and her boyfriend got into a fight while driving and he pulled the emergency brake and cause them to slide into another car. the children were in the car. they ended up being taken to jail for disorderly conduct and public intoxication. she doesn't work to support her kids she just uses child support and blows it on drugs and alcohol. my question is what should i do? is this grounds to call CPS as far as will they do something? or will i just be causing drama and CPS not step in at all. something needs to be done for the childrens sake i just don't know what to do.

You can call CPS but I don't know if they will get involved.
