Do I have to send my son back to dad

My son is 17 and will be 18 in Febuary. He lives in Texas with his dad,but he is visiting me in Iowa for 3 weeks. He does not want to go back. His dad and his step mom has been hitting him and locking him out of the house when they go to work.I don't want to send him back.I don't want to call child abuse because he will really get in trouble and he is scared.Do I have to send him back? What can I do?
