Legal Question in Family Law in Texas

I have been separated from my husband for 3 years. I am paying ALL of OUR Bills and told him he can AT LEAST pay for the divorce. He lives in Texas, I live in Pennsylvania. He is in jail in Dallas, TX and he is telling me that he filed for divorce but that the State of Texas recently passed a law that divorces can no longer be filed from prison and the papers he filed were thrown out. My husband is a pathological liar, which is one of many reasons I left him, and I don't believe he is being truthful about this. Any help would be appreciated. Thank you!
