what do i need to do to sign over my parental rights over a child who i pay child support on, haven't seen in over a year, lives in another state, and not even sure if the child is biologically mine?

You have several options:

1. Get a certified copy of your current court order. I charge $1 per minute to sit down with you and discuss your case -- face-to-face.

2. It is difficult in Texas to terminate your parental rights if there is not new daddy to step into your shoes. Many attorneys accept these cases for $5,000 and when the court does NOT terminate the case, basically say "tough luck".
