How can I get my daughters father who is a meth drug additc to sing over rights he has never paid child support and only contacts her when he is coming down from drugs

Maybe. Generally the courts will not let one parent off of the child support obligation unless another person is willing to assume that obligation. Theoretically the person could eventually become productive. In the court denies it, you should at least obtain supervised restricted contact.
