if you sign away your rights as a parent are you still financially responsible to pay child support?

Yes.

Unless there is an actual court order that terminates your parental rights, you are still responsible for the child. You can't get rid of the responsibility just by signing something.

Sometimes. Even if a court order terminated your parental rights, it is possible for the court to have 'reserved' child support. If the court terminated your rights, read the termination order. If a court did not terminate your rights, or terminate child support, then you are still obligated.
