My sister was divorced in TX . Her ex is current with child support payments. The divorce agreement specifies that her ex is to pay alimony ($500/mo) and 50% of their child's education costs (over $3000/yr for his share). These have not been paid in over 18 months. The agreement also outlines that he is to give her a portion of a recent property settlement. Her share should be $16k. He is giving her $4k and asking her to sign a three page legal document agreeing not to ask for more. He is using the $ from the property settlement to pay off some debts and stay out of bankruptcy. She will not be signing the document but is unsure how to proceed. She fears that taking legal action against him will not be worth the cost. How would you advise?

She needs to go back to the attorney that handled her divorce and ask for his/her opinion.
He is in contempt of court. Techncially, she can ask for her legal fees to force him to follow the court's orders!
This is not an appropriate place for any attorney to try to answer the questions you are asking. No ethical and competent attorney would answer the questions you are asking without reviewing the the legal documents.
