sister in hospital

i have a 37 yearold sister that went into the hospital with a blood clot in the brain and now is in recovery rehabilation she's not able to function on her own yet but has our help.she's a mother of 3kids and the father sent her children to california with his parents they are not common law and he has a criminal record & recently got charged with drugs & two weapons maybe fixin to get sentenced for two years my mother has power of attorney over her.my sister is asking for her children and he dosent want to bring them back because he dosen't want there kids with our side of the family that lives here in texas were my sister resides at.what can we do or our rights and the least expensive way to go.

There is no least expensive way to go. The POA can be used to file a Suit Affecting Parent Child Relationship against the father. You will probably need a Temporary Restraining Order to keep him from filing in california. This is just the tip of the iceberg. See how difficult it is? Good Luck.
