My sister is going to jail and shares custody with the father of her son (they were never married). will a power of attorney form keep him from keeping my nephew away from the people who truly raise him?

Based on what you have written, generally - no. Biological parents have the rights over their children unless those rights have been terminated by a court or unless there is some specific facts which would warrant the court ordering some else which would be in the child's best interest.
