Legal Question in Family Law in Texas

My sister lives in San Antonio, Texas and I reside in Ft. Worth. The CPS was called on her because of her living situation, and now have a case against her. She is willing to allow the kids to live with me until she can get on her feet. The chidren's ages are 6 and 3. What are my rights? What steps do I need to take? I read online that I can file for temporary guardianship with the courts for a filing fee of $183, what if I don't have the money for that?

If CPS has an open case, go through CPS, as if they filed an emergency order for conservatorship, then they have the authority to place the children with you.

As an aside, if you do not have access to $183, CPS may not consider that you are financially capable of adding two small children to your household.
