My sisters kids were taken by CPS about four years ago. She was told by them that she didn't have a choice where they went and that they had to go to the other grandparent's house. she was never notified of any court proceedings. and never allowed visitation without the grandparent being two feet away. The children always seemed scared to talk when the grand parent was around. And no other relative that was related to my sister was allowed to interact with the kids, not even for holidays.

That sounds horrible.
What she needs to do is meet with the CPS folks and find out exactly what she has to do to get her kids back. They have to put together a plan with measureable milestones for her. If she does what she is supposed to do, she will get her kids back.
The thing to focus on is that your sister's family's rights are exercised through her rights. If she loses any rights, her family loses them too. So for you and the rest of the family to regain contact with the children, your sister will need to work through the plan that either CPS or the court gave her.
She needs an attorney. CPS is a heavy-handed organization and they courts often defer to them.If she can't afford an attorney, she should go to Legal Aid of NorthWest Texas. If they can't help her, she should call the Texas Legal Services Center (www.tlsc.org) and they will refer her to a good attorney who will handle her case at a significant discount.
