my son was adopted by his step father over 13 years ago. now his mother and i are together want us to have the same name. do i have to go through the whole adoption process again even though he is my biological son?

You can change a child's name without adoption, but the adoptive-father (just as a biological father would) will need to sign-off on the name change.
