my sons father is wanting to sign over his parental rights. he aboandoned us when the child was 6 months old, and he is greatly behind on child support. can he terminate his rights?

Either you or Dad can file a petition for termination of Dad's parental rights. It still has to be approved by a Judge. The Judge must find that termination is in the child's best interest.

I have seen two different cases where Mom and Dad both asked for termination of Dad's rights, but the Judge said "no."
