spending child support

If the custodial parent receives money as child support, are there guidelines and / or limitations on what that money can be spent on? Are the monies deemed ''general funds'' that would help with rent, electric, food, etc..?

Would ''excess funds'' exist in theory, and how would then need saved?

No, there are not limitations or guidelines. The point of child support is an obligation of a parent to provide a reasonable percentage of their income to support their child. This includes rent, utilities, movies, parties, savings, vacations etc.
