Can a spouse A be liable for spouse B individually owned credit card charges?

Spouse A name is not on spouse B credit card account.

Generally, a spouse is not personally liable for the other spouse's debts.

The exceptions are (1) where the spouse was acting as his spouse's agent when he incurred the debt and (2) where the debt is for necessities - food, medical care, etc.
