Can your spouse in a community property state open credit cards with out your consent, signature or knowledge

Sure. Community Property does not necesarily mean community liabity.

Being married does not give a spouse a right to forge your signature. Most credit card companies, in order to avoid liability, will require a police report. Are you prepared to file charges against your spouse for forgery?
