Legal Question in Family Law in Texas
I'll start off describing everybody and then the question(s).
My husband and I live in Texas. We are both veterans of the United States Army and husband is currently working on becoming a Highway Trooper while I take care of the home and errands(stay at home wife roll). We have our own spacious home and basically take care of all our responsibilities; bills, vehicles, etc.
My sister(21 years old) lives in California with her 3 children, doesn't have a place of her own, has never had a job, very very unstable mentally and financially and a little emotionally as well. She gets in unstable relationships with thugs.
The kids' father(also lives in CA but took off to AZ) is an abusive loser, sells and does drugs, doesn't take care of the kids at all and doesn't help pay to support them but supposedly he works under the table but keeps the money for himself. His family members are the ones that watch the kids when it's their visit time but even they aren't fully there. They basically want the fun part of it but the second the kids get fussy or bad or sick they want to send them right back to my sister.
My sister wants me to adopt her daughter who is almost 2 years old but the father is being selfish for my niece's future and saying no but in yet he makes no effort into taking care of her. He just sees her as a pay check to himself.
So is it possible to adopt her?
Is it possible to get his parental rights terminated if I have evidence of him being neglectful, and doing illegal stuff?
Can a texas lawyer help me even with them being in california?

The venue of this case will be in California, not Texas, and is subject to California law.
