In the state of Texas, if child support payments has been agreed upon by both paties, but at a later time the mother wants the biological father to relinquish parental rights so that another man can adopt the child, does the biological father have to continue paying child support once parental rights have been signed away and the child has been adopted by the other man?

It is legally possible for a judge to make an order that says "Dad's parental rights are terminated, but he has to continue paying ongoing child support," but it's never happened that I know of. Termination of parental rights means termination of parental duties as well - no more child support.

Back child support (an arrearage) is a different matter. Generally, termination of parental rights does NOT extinguish the back child support.
