Legal Question in Family Law in Texas

I was stationed in Germany from 04-08 and found myself accused of being the father of a 15 month old child in 2008. At that point in time the US military opened an investigation into the allegations , she was asked why she waited so long to make the allegation and could not give a verifiable answer to that question and also why my name was not put on the birth certificate when the baby was born; she said that she did not want to cause me any trouble and only wanted money from me. She also emailed my wife and told her the same thing, which I have a copy of. She promptly dropped the case and refused to talk with military officials any further. I am currenlty in the states and now find myself being attacked again by the same woman through the Tx support office after an investigation was already done by competent military authorities and closed out. She also sent a picture of the child to my wife in an attempt to try and ruin my marriage; thankfully her attempt failed. My wife and I have not heard from her since leaving Germany in Jun 08; the question comes up again why did she wait so long again when she was informed by the military as to where my next duty station was back in 2008. I had been nice to her and had given her some baby clothes at one point in time; which my wife was fully aware of and a box of diapers because she informed me that she did not know who the father was. During that visit in which I had my young daughter with me, she asked me for money to buy food for her three children because their father was not paying support (she said that they were seperated at the time) which I did not have. She became angry and asked me to leave. About two months later the allegations started to happen. She waited over 15 months the first time; why wait an additional 2 years to try through the civilian system; this just does not add up at all. Thank you for your valuable time.

In Texas courts cannot order a father to pay child support until paternity is established. http://www.oag.state.tx.us/ag_publications/txts/paternity.shtml

Therefore, if you are not the father of the child, the best way for you to solve this matter, is to take a paternity test that will prove legally that are not the biological father of the child.
