My stepdaughter has decided to move in with her mother. She is behind on child support like 15000 dollars. Will my husband have to pay support? She has lived eith us since she was 5 and is now 15

If the order (decree) is modified by a court, the modification order will almost certainly require your husband to pay child support.

When that particular action comes before the court (the modification), your husband should ask the Judge to make some kind of order about the $15,000 arrearage. He can ask the Judge to order that Dad doesn't have to pay child support at all, based on the arrearage that Mom owes. The math can be tricky. You need a good family lawyer.
