Stepparent as Managing Conservator?

I know a stepmom who wants to be named Joint Managing Conservator with the biological dad of their daughter (she is in process of divorcing the dad). Biological mom is not in the picture - haven't heard from her in years. Dad is Sole Managing Conservator of daughter, and biological mom has no rights to the daughter without his consent (per court order because of criminal activity). Don't think mom would sign over rights just because of bitterness, so don't want to ask. Can the dad name the stepmom as joint managing conservator in the divorce?

Only Judges can "name" someone a conservator. Assuming she has had long term contact with the child and the Judge believes it is in the best interest of the child that such relationship continue, it is possible the stepmom might get some conservatorship rights.
