step-parents right to authorize medical treatment for minor

Does a step-parent have the legal right in Texas to authorize a step-childs medical treatment if that child is living in her home with the father? If the child is visiting? Is a legal form required to give that authorization to the step-parent from the managing conservator of the child?

A step parent has no particular legal right, obligations or duties. The divorce decree defines the parents of the child and their duties and obligations. The decree does not mention a step parent. If the step parent wants parental rights, the child(ren) would have to be adopted.
