can i stop my ex from moving out of state with my children

It depends on (a) what your divorce decree says; and (b) how much of your possession rights you exercise.

If the decree says that your ex can't remove the kids from a certain geographic area without your permission, then you can file a petition to enforce the geographic restriction. If you do not exercise your visitation regularly, you may lose this one. But if you do exercise your visitation rights, you will win.

Even if the decree does not impose a geographic restriction, you can ask that one be imposed based on the conenction you have with your children. If you visit frequently and are an integral party of their lives, you have a chance of prevailing. Otherwise, you probably will not.
