Subpoena Power & Enforcement

Can a parent of a child be issued a subpoena on behalf of that child if the case is in one state and the child and parent reside in another state?

What is the enforceability of that district court that issued the subpoena?

It's hard to be sure what you really want to know. Generally a parent is a party to a family law suit involving a child and isn't subpoenaed. There is a limit to the reach of a Texas subpoena but you do not say what state the Court is in.
