Summer Possession of non-custodial parent

We have joint custody of our 2 kids and every summer my-ex (non-cust. parent verbally req. to have them beginning the last day of school for 30 consecutive days, but now since one of them has to attend summer school he wants to follow the divorce decree that states he needs to give me by April 1st & since he didn't he automatically gets them July 1-30 because it's too difficult for him to travel everyday to & from school. Are my hands tied?

Yes. Of course, it is much better when the parents can forget about the terms of the decree and make agreements tailored to fit the situation. However, when agreements are not possible, either party has the option of insisting the parties abide by the terms of the decree.
