Teenage Name Changer

I have 2 children age 15 and 16. Both of them would like to change their last name to match their step fathers. Although their biological father sends child support, he has not seen them in 3 years, and they consider their stepfather their dad. Where do I start with this and can the ex contest the name change? If he can would the children being in their later teens have any bearing on a courts decision.

The kids cannot change their names without both parents consent under the age of 18.

They can legally change their names after they turn 18 without anyone's consent.
